About the Tool
The EU Budget Navigator is an interactive tool for exploring the EU’s Multiannual Financial Framework (MFF) and following the negotiations on the long-term budget for 2028–34. It is designed to make complex budget structures and negotiation choices more transparent and accessible, and to support an informed debate on the priorities and trade-offs shaping the EU’s future budget.
The tool brings together data on the current MFF and different proposals for the next budget in a common framework. Users can explore the budget by heading, programme, policy goal, and management mode, compare proposals within and across MFF cycles, and examine how funding priorities change over time. The Navigator also includes a scenario calculator that allows users to model an alternative 2028–34 budget and compare it with existing proposals.
The dataset covers the 2021–27 MFF as agreed in 2020 and as implemented as of July 2025. For 2028–34, it includes the European Commission’s budget proposal as well as positions of the European Parliament and the Council. As negotiations progress, new Council positions and updates to the European Parliament’s position will be added regularly.
Feedback or questions on the tool’s design, functionality, and underlying data are very welcome and help us improve the Budget Navigator as negotiations evolve.
